Implicit Bias and Structural Racism
Senate Bill 458 and House Bill 783
These bills were enacted into law effective October 1, 2025. The law (§1–225) requires all health occupations boards to require practitioners applying for license renewal effective April 1, 2026, to attest to completing an approved implicit bias and structural racism training. This is a new one-time requirement. There is no CEU minimum or maximum required to comply with this law.
The first one-time implicit bias training requirement was created by Senate Bill 5/House Bill 28 (effective October 1, 2021) for all license renewals beginning April 1, 2022. This remains applicable to licensees completing their first renewal after initial licensure. (Meaning those who have already completed this training DO NOT need to complete it again.) The second and current one-time implicit bias and structural racism training requirement, created by Senate Bill 458/House Bill 783 (effective April 1, 2026),?? does not yet have approved training courses. (Meaning EVERYONE renewing needs to complete this training) Please monitor the Maryland Department of Health, Office of Minority Health & Health Disparities webpage at https://health.maryland.gov/mhhd/pages/implicit-bias-resources.aspx for approved training resources, which are expected to be posted on March 9, 2026. Once posted, this will be required for ALL renewals beginning immediately in March 2026.??
